What is the "state of exception" emergency in El Salvador?

The "state of exception" is a measure that allows the government of El Salvador to take extraordinary measures to guarantee the safety and well-being of its citizens. In March 2022, President Nayib Bukele asked El Salvador's Congress to declare a state of emergency due to increased violence in the country. The emergency regime allows the government to temporarily suspend certain constitutional guarantees, such as freedom of association, the right of defense and the inviolability of correspondence. In addition, administrative detention is permitted for a period of up to 15 days, compared to the normal period of 72 hours. The measure also allows the intervention of telecommunications without judicial authorization.
